Mr. Ing Seav Koaw serves as Chairman of the Board, having first joined the Board of Directors in 2024 and subsequently being elected as Chairman in 2025. He brings close to a decade of professional experience across the financial services, investment, and real estate sectors, with a strong focus on corporate governance, strategic development, and institutional growth.

Mr. Ing has held senior leadership and board-level roles within several Cambodian and international organizations. He previously served as Chief Executive Officer of ING Holdings Co., Ltd., a major Cambodian investment and real estate development company currently leading the development of ING City, a large-scale urban project located in the southern corridor of Phnom Penh. In this capacity, he was responsible for strategic planning, investment management, and corporate partnerships.

He currently holds various board and shareholder positions across several companies operating in Cambodia’s financial services, infrastructure, and technology sectors. These include serving as a shareholder and Director of People & Partners Insurance Plc., where he is involved in strategic governance and institutional development, as well as holding ownership and directorship interests in Daun Penh Trading Co., Ltd. and Daun Penh Data Center Co., Ltd. Mr. Ing is also actively engaged in international business initiatives. Since 2018, he has served as the shareholder representative and Director of Euphoria Sana Holding Corp. in Canada. In addition, he is involved with ATFX (CAMBODIA) COMPANY LIMITED, contributing to the development of financial market participation and brokerage services within Cambodia.

Beyond his board responsibilities, Mr. Ing is currently a Director within the Corporate Communications Department of Daun Penh (Cambodia) Group Co., Ltd., where he supports corporate strategy, stakeholder engagement, and institutional communications.

Mr. Ing holds a Master’s Degree in Project Management from the University of Westminster (United Kingdom), completed in 2022. He previously earned a Bachelor’s Degree in Business Management St Mary’s University Twickenham, United Kingdom, in 2020.

Through his professional experience, Mr. Ing has developed expertise in corporate governance, investment strategy, and cross-sector business development, with a focus on supporting sustainable growth and institutional strengthening within Cambodia’s evolving financial and economic landscape.
